EU Invites Innovators to Shape the Future of the European Research Area Act

Brussels, August 2025 — The European Commission has launched a public consultation inviting researchers, entrepreneurs, and innovators to contribute to the design of the upcoming European Research Area (ERA) Act. The new legislation aims to strengthen Europe’s position as a global leader in research, innovation, and technology by fostering the free circulation of knowledge, talent, and resources across Member States.

The ERA Act is expected to be adopted in the second half of 2026. It will provide a legal framework to ensure better coordination of national research policies, reduce fragmentation, and create a more competitive and resilient innovation ecosystem in Europe.

In particular, the Commission is seeking input from stakeholders on how the ERA can support:

  • Cross-border collaboration and open science.
  • Technology transfer and commercialization of research results.
  • Stronger links between research, startups, and industry.
  • Talent mobility and skills development.

Commission officials emphasized that broad participation is essential. “We want Europe’s research community, innovators, and entrepreneurs to have their say in shaping the future of ERA. Their insights will be crucial in ensuring that the Act meets the needs of those driving Europe’s digital and green transitions,” a Commission spokesperson stated.

The consultation period will remain open until late September, after which the Commission will analyze the contributions and prepare the legislative proposal.

For more information and to submit contributions, participants can access the consultation platform via the Commission’s Digital Strategy website.
